Does not ship to my state

Twice I have tried to buy items from other continental US states and it says it does not ship to Oklahoma.  Then I contact the seller.  From the first time this happened I found I have to ask them to send an invoice.  There is no other way to buy the item.  They can send me an offer = "does not ship to Oklahoma".  I can put in in my cart= same problem.   This has not been on all items.  The two it has happened on were "buy now" items.  So far I have not had this problem on a bid item.  And it is not on every "buy now" item.

Meanwhile, I might lose an item to someone else who does not have this problem.  The only way to contact Ebay is to call and the wait time is long.  

Any idea how to get this fixed?  Any idea if it is Oklahoma or the seller?
