Since when does ebay pay for the purchase without the buyer consent? I bought 2 items and before
receiving the invoice from the seller for combine shipping. Ebay paid for double the shipping.
Did that happens with anybody ?

You gave consent when you made the offer.
Sellers now have the option to require immediate payment when they accept an offer.
When you make an offer, you had to provide a funding source.
