Does Ebay actually do anything for people who are violating bid retraction guidelines?

I've had 2 different bidders on a item that have bidded it up to find out what the maximum bid is and then canceled their bid, stating they "bid the wrong amount"

How exactly do you "bid the wrong amount" when you bid on a item SEVERAL TIMES to find out what the current bidders maximum is??
I've reported them to Ebay, but will Ebay actually DO anything about it?
I have my doubts as they didn't seem concerned at all - and why exactly did they ask me to call them when they didn't seem at all concerned that the bidders were doing it?
