Did eBay's policy change toward selling Oriental Rugs on January 1, 2021?

I am unable to create a listing for an Antique Baluch Rug on eBay. After creating the listing, I could not post it due to rules on embargoed goods! Yet there are 138 listings currently running for the same types of rugs. Does anybody have any information on this discrepency?
