DOES THE RETURN LABEL GENERATED BY EBAY INCLUDE SHIPPING FROM HAWAII ? WHAT ABOUT USPS INSURANCE?

Sold buyer a set of pots and pans.  Packaged well, shipped to Hawaii.  Cost approximately $28 to ship (more than what I charged buyer, but I didn't specify "continental US" so -my fault.  Buyer states handle on one of the pots arrived broken, wants full refund.  I would like buyer to return the damaged (and undamaged) items and started the process to generate return label in ebay as it seemed convenient.  However, the postage label cost stated $15.83 which seems not enough to ship this package from Hawaii to CA based on my original parcel post shipping cost.  Can this be accurate?  Does the label generator tool take into consideration the weight and origination of package?  Also, is the item insured if ebay USPS shipping is used?  What is required for a claim?   Thank you for any help from fellow sellers!
