Yes, they do.
eBay doesn't have a public phone # to call.
Any phone #s you may find on the internet/google are fraudulent & operated by scammers & criminals.
If you want to reach eBay, follow the instructions below all the way to the end to Chat with a live agent, or have an agent call you back.
Pick a topic "close enough" to your issue so that you reach the right team:

I've heard that happens sometimes when they get very busy, or maybe it's the topic?
I've had very good luck getting right through to agents - what topic are you seeking help on - I can help find a relevant page with hopefully a better contact result.

Thanks for the offer, but I'll pass. I'm going to let this play out as is. I've lost a good bit of my Saturday morning on what is basically a fraudulent seller. It's a beuatiful day - I should get out.

I saw your other post - if this has anything to do with a bogus UPS tracking or showing delivery to an address that isn't yours, eBay is aware of this issue/scam, and can help.
There is 1 seller there that has multiple feedback claiming fraud UPS deliveries, so eBay CS can see that and act on it very quickly I would think.
Your best option would be to contact them on social media - they have a very good team there.
Only use the Private DM or PM messaging options.
Give them your User ID, your real name/address, the email attached to your account, Item # and tracking # in question.
They usually respond in a day or two.

Big help - thanks!!! I had this happen a few months back, so I'm a bit familiar with it. Though e-bay seemed more helpful then. I already started the process with e-bay, though funny enough the seller insists it was shipped... contacted UPS again - it's a bad tracking number (not me or my address.) So it's possible the seller got things mixed-up. The seller had some positive feedback.... so I gave them the beneifit of the doubt when I went with the bid/purchase.
Frankly, I'v had more problems with ebay the last year than in the previuose 20 combined, so I'm a bit spoiled/naive.
Big thanks!
