Creating Variations

Hi all,

Can anyone explain how Ebay has decided what products being listed are allowed "create variations" and other dont?   I just doesnt make sense as this should be a standard option for all products.  For example, Vape Pens are allowed to be listed with variations BUT Water Pipes which come in all types and colors do not which means i then have to list them seperately OR put  a note in to tell me which one they want which is a little tedious.
