Coupon policy

I don't understand the eBay coupon policy for listing coupons.  Can I have two listings of (25) each of coupons that are $.75 off and $1.50 off two?  Or can I only have one listing of (25) per month?  And where does the $100.00 come into play?  Does that mean that the value of the coupons cannot exceed $100.00 or does it mean my sale of the coupons cannot exceeed $100.00?  Very confusing to me.  I tried to list to different coupons in to different listings one was (26) coupons @ $.75 off and (29) coupons @ $1.50 off two items.  Both were removed from eBay.
