@starsteps1 If you are using the Quick Listing tool try switching to the Business Listing Tool:
Switch to the Business Listing tool on a PC/ Mac.
Select switch to the Business Tool (or Classic Tool) on the upper right-hand side of the draft. Ignore the warning, anyone can use this tool. This tool is free to use and it doesn't mean you have a Business Account, it's just what eBay calls the listing tool because they have more than one.

OR open your existing draft after you sign up for Seller Hub> https://www.ebay.com/sh/lst/drafts
If you want to have the same exclusions on ALL listings then you can set up your shipping preferences and buyer requirements in account settings.
