Conflicting instructionS: How 2 cancel shipping address; how to cancel and reorder. No EBay Tel #

Hi ebay community: I ordered but gave wrong shipping address to seller. notified him within minutes. He asked Q why... we lost time. The one hour time span for me to cancel and reorder expired. He called EBay. said he got new shipping label  but only i can cancel the order and reorder. EBay does not give me that option now. EBay ite states " order was shipped". Seller says not true. I believe him. I dont have tel # for EBay. how come he has one?   Also, I get pages that EBay website is down. Half a day spent on resolving simple issue Below my feedback to Ebay. thanks for getting me out of this pickle, and the seller. LA.     

Hello Ebay feedback people: I get conflicting messages from the seller and from you:
Seller says he cancelled the order in order to get from EBay the new shipping label he needs to correct my shipping address . He also says I should call Ebay and cancel the order, and REORDER same item. I want to do that. I find no way to do this on EBay website. Seller said he CALLED Ebay. I find no EBay # . Getting notices Ebay website is down . this is about item 2746 40007326 order # 0306 412- 09674.
