Combined shipping (Global shipping) Problem in 2016

I have never had the request for combined shipping with a Global shipping customer before 2016.  I looked up answer to their question on the community board and found that it is not allowed.  I contacted customer and let them know.  I have since had 2 more customers request combined shipping.  I have never had this problem before the beginning of this year.  Has something changed on your end that has allowed them to request totals when they were not able to before??? or is this a fluke and 3 different customers have just requested in one month?  Please let me know as I feel bad for the customer and not exactly sure what to always tell them to keep them from getting mad.  Thanks so much.
