Combined Shipping & Requesting a total questions

I have a couple questions about combined shipping.

Do you have to have a store to get the "request total" on items that are added to a cart?

Do I have to have a store to set up a combined shipping offer on all listings? (ex: 1st item $3, additional $1). Right now I'm just selling lego.

If I'm selling different items like clothing & lego, can I make 2 different types of shipping discounts?

I appreciate any help. I've spent way too much time trying to find the answers to my questions, online. Thanks!
