Charged for shipping twice?

I inspected my paypal and it said I made 5 suspicious shipping label charges in the same day (June 26). I was immediately about to report a problem but decided to check the tracking numbers on them first. The transactions are for items I had already paid to ship 9 days prior (which I was already charged at that time too). Not only that, but these new shipping charges are much more expensive then the ones I made 9 days prior. I am so confused. Has this happened to anyone else? How should I go about reporting this?
