Change main language from German to English

Hello, 

I have a request and searched for it many times, first of all I was in germany in a visit, I created my account while I was there, 
I back to Latvia and found address mail from Ebay germany. I was so happy for fast and confirmation of address. but later I noticed I made a wrong and mistake to register in Ebay while I was in Germany, 
All advertisings, emails from ebay, messages, settings, everything is based on german language, even if I want to add security questions, I'm not happy using translate to understand interface. I searched for changing UI for languages now it;s english but still all emails promotions, settings based on german language, 
Please I'm living in Riga, Latvia and i;m only english speaking person, SO can you please remove german language as I don;t understand it and change my account main langiage to English Please.
