Cancellation question

I, the seller, cancelled an order and chose buyer requested it. If the buyer doesn't respond, how do I get my final value fees back? The buyer was refunded immediately through Paypal. Left me  positive feedback about the cancellation but still hasn't closed the cancellation .  The buyer was scamming me. Kept asking me over and over for the gift card code. I refused.  My mistake for not cancelling it and blaming it on myself.  Anyway, if someone could tell me how to get my fees back. I would appreciate it. Thank you.
