Can't select condition on listing with multiple variations?

I'm listing a clothing item in 2 sizes. I've entered the variations and saved them, all looks good. But the "condition" dropdown only has New, New with Defects, New without Tags. The items are pre-owned, which is always an option for other clothes I've listed. Is it that the variations (more than 1 of the item in the same listing) prevent me from being able to select pre-owned as a condition?
