Can't add new categories

I have been trying to add new store categories for the past 10 days, mostly unsuccessfully.  I keep getting the following message:

You cannot add categories until we've completed your previous request.

Anyone familiar with this issue.

I am currently using 138 out of the allotted 300.  I have an anchor Store and currently have about 8500 listings.
