Can I ship using USPS Large envelope ?

Can I ship using USPS Large envelope ? When I try I can only seem to get USPS First Class Large envelope/package.  The USPS rate for 2-3 oz for lg envelope is $1.20... through ebay it is something like $2.09. Can I do the same through ebay???
