CBE Group

Hello, 

I have a letter from a group that calls themselves The CBE Group stating that I owe XXX amount of money to eBay and they bought the account. I never received any notification from eBay that I owe any money or had any kind of past due amounts owed. Is this a legitimate company that works with eBay or it is a scam?
