I need advice on how to handle a buyer who bid on an item and in over 48 hours has not paid or even communicated about the purchase. I have sent a reminder and eBay said they send a reminder within 48 hours. Should I reach out again or just cancel the transaction. If I do cancel then is there a way to give them a negative review? This person does have all positive reviews in the past. Any advice is appreciated.

If it's been 48 hours since the listing ended ... then click on Resolution Center (bottom of screen) and file an 'unpaid item (UPI) dispute'. Close the dispute after 96 hours if the buyer still hasn't paid. That will get your fees refunded back, will put a strike on the buyer's account ... and will allow you to relist the item.
NEITHER of you will be able to leave feedback once the dispute is open. [You wouldn't be able to leave a 'negative review' of the buyer anyway ... since buyers can only receive positive feedback.]
