Buyer returned an item and the box was empty

Hello,

I sent a buyer a brand new collectible figure and they claimed it was missing pieces, which I knew not to be true.  I accepted the return and the box I got back was empty.  Figure was not in there.  Contacted the buyer and he said it's the second time it happened to them.  Ebay refunded them.  I disputed it with ebay and they said to file an incident with the police.  Has anyone had experience with this?  It's an expensive collectible but not sure if there's a downside to filing a report or am I just spinning my wheels?

They've been having sellers file police reports, but never hear if it does any good.

File mail fraud with USPS.

File a police report with your local department and also with the buyers local department.

Once you have the reports, appeal the case.

I think these reports can all be done online.
