Buyer from England can see but not purchase a listing

A buyer from England can see but not purchase a listing. After some back and forth I have established:
1) he can only see clothes and the collectible toy he wants to buy
2) He doesn't have a PO
3) All shipping options were either updated or deleted – still no luck.
4) I have opted in to international shipping and sold similar toy collectables internationally for the past few months.

Any help is appreciated!

@jmb17efg  There are problems with imports to the UK at this time using the eBay International Shipping Program.  eBay is working on this, it has to do with changes in UK laws.

Joining a eBay FB group is a good idea too or keep an eye on the seller board and technical issues board.
