Buyer can't transfer money to paypal for his purchase.

This is the message that I rec'd from a buyer in Germany.  I'm in the US.:

I just wanted to transfer you the money via Paypal for the purchases.
Ebay and Paypal apparently have a bug that prevents this.
Could you please let me know your e-mail address so that I can transfer the money directly from the Paypal website?
It would be very nice if you could help me along this way.
