Buyer has wrong city and state, has notified me and I edited the shipping address. When I attempt to purchase a new shipping label ebay says "Something went wrong and we were not able to generate the label." Have asked buyer to update their shipping address, and they tell me they see nothing showing the incorrect city, state.
When I attempt to cancel / void the wrong shipping label, it says, "no need to cancel, we only charge you when we accept the shipment" (UPS).
Any idea how to fix this? Thank you.

You should cancel the order with the reason there is a problem with the buyer's address. The buyer needs to correct their ship to: address in eBay before buying the item again. You should ship only to the address that comes up on eBay. Changing the address means you have no protection if the buyer claims the item was not received.

Instructing the buyer to correct his address on file will have no impact on purchases already made.
For seller protection, sellers are required to ship to the address on the payment. So do as advised by @mega-ma-roo and cancel the transaction and relist so the buyer can repurchase with the correct address. He can change the ship to address at checkout if needed.
As indicated by the message you received, you don't need to cancel a UPS label. Just don't use it.

FYI - I did cancel and refund, and relisted for same price and notified buyer. Curiously, the buyer has "disappeared" and not responding. (this was a $500 piece of electronic gear)

Not really too curious. I have had one legitimate sale where the buyer really did need to change their address. Every other time is has happened, the buyer also disappeared. Asking sellers to change the shipping address is one of the most common scams on eBay.

Good to know. I've never run across it before. Small time seller, but been here a long time 20+ years. I've had other scams as a seller, mostly overseas, or as a buyer getting scammed (never getting stuff, not what advertised at all), that sort of thing. Thanks.
