Buy It Now option appearing when it shouldn't

Has anyone else experienced a situation where the Buy It Now option appeared on one of your listings for a potential buyer on their Ebay app when it shouldn't have?  I just had a potential buyer making offers on a listing, and when I declined their latest offer, their Ebay app listed a Buy It Now option for them that was equivalent to the minimum bid price even though I never included a Buy It Now option for the listing.  The only options available were bidding and making an offer.  Needless to say, this caused a bit of confusion.  Has anyone else seen this?
