Bulk HTML editing not working

Hi all

I followed the guide on how to bulk edit the html in eBay listings but when I click on the bulk editing tool it is a new one and the option to bulk edit html in description is not present. Is it possible to do this via eBay tools, if not can someone recommend a good bulk editor outside of eBay that will edit the html for us.
