Bugged Shopping Cart

So, my Shopping Cart/Preferences are somehow glitched to where the Shopping Cart icon displays None, 2, 7, or 9 items, but when I click the link, the Cart page reports that I have no items in my Cart. There is also more:

 

I keep trying to purchase the same 9 items. Sometimes they all show up in my cart; Sometimes not. On their item pages, sometimes I have the Add To Cart button, and sometimes, just a note where the Add To Cart button would be, saying "Added to your cart" with 'your cart' as a hyperlink to my shopping cart which may or may not show 0, some, or all of the items when I click on it. More often than not, I go from item pages that say I have the item in my cart, and then click into an empty Shopping Cart.

 

In cases where I can get all items to show in the Cart, I attempt to purchase, and "Complete Checkout". This goes through to the Confirm page. When I click "Confirm and Pay", I get an ! error icon with red text, saying "Something went wrong. Please try to checkout again."

 

I've gone through these antics for about 50 iterations since last night--About 24 hours of periodic attempts.

 

I've tried using Microsoft Edge and Google Chrome browsers to the same effect. I've tried clearing my Internet History and Cookies. I've tried phone support with the "Buying Problems" department and they recommended that it will be upped and fixed by the technical team at some point.

 

I'm a fairly competent user and have used eBay for 14 years.

 

Anyone know a fix for this or a link to a more effective technical escalation line?
