Brazil not showing up in list of countries available for GSP

I've got a video game controller listed and a potential customer is asking about shipping to Brazil. According to the FAQ about the Global Shipping Program, Brazil IS one of the countries we can ship to. But in my listing, under "Ships to: United States and many other countries | See details" Brazil is not listed.

What's the deal? Is Brazil involved in the GSP or not? And can my buyer bid with confidence or am I going to have to refund his money if he wins because of the fact that his country isn't in the list? Please help me; I don't know what to tell him.
