Are bootleg clothing items allowed on eBay IF the sellers state they're bootleg?

I am STUNNED by how many self-described bootleg clothing items are actively for sale on eBay. 

It makes me think I don't understand the policy. Otherwise, this massive number of sellers on bootleg listings of Tommy Hilfiger, Chanel, Polo, and so on.

A Netflix show called Slobby's World shows a store that PROUDLY sells and even creates bootleg apparel items. It makes me think the laws have changed on this or #1. He never would be allowed to stay in business, and #2. Netflix would NEVER air the show from fear of being associated with and indirectly promoting the bootleg of name-brand clothing items.

So... Do HUNDREDS OF EBAY LISTINGS that proudly sell bootleg items break the rules and are allowed to continue anyway or am I confused?
