Being charged for Insertion fees ?

I supposedly have 200 FREE insertions each month and did not go beyond them !  But I was invoiced for insertion fees of $.35 per each ?

Also see that Ebay relists unsold items 2 times automatically for FREE ?  How does that work ??

New and improved eBay with improvements ? , controlling money ? ( Payouts ),  Forms ? and now insertion fees for FREE listings ?  Augh !
