I'd like to start selling some items that I no longer need, however I have a few questions about how it works.
1. If I list an item and no one is interested it in, how much do I have to pay to list it?
2. How long does a listing stay up?
3. If I don't have a PayPal account how are transactions handled?
4. What is the best way to price items? Base the price on what others posted on eBay?

Fees depend on how you list your item. If you list with no special features, there is no listing fee - you only pay a fee if your item sells. See the listing upgrade section of the page I linked below to see what is a special feature.
The listing duration depends on if you pick auction or fixed price. Fixed price items stay up until you take them down - called good ‘til cancelled. With auctions, you can select the duration - 7 days is most common. eBay will usually run your auctions 8 times before you have to start it over.
You do not need a PayPal account to sell - you need a checking account. Payments only go to your checking account, or through a debit card linked to a checking account (for faster payments that carry a fee).
The best way to try to decide on a price is to see what has sold. Search for the item as if you want to buy it. Then click sold on the left under filters to see if the item has sold and for how much. You will see the actual price unless the seller accepted an offer at a lower price.
