Bad Ebay buyer

Buyer is high bidder and hasnt paid after a week. Checked his feedback and found it mostly good as sellers cannot tell the truth and accuratelty describe a bad apple. Buyer seems to have a history of paying very late and then giving bad feedback on the seller apparently just for laughs according to numerous "favorable" feedbacks from sellers who want to warn other sellers and are not permitted to give the proper bad feedback. I want to cancel this sale but cannot. Just have to wait until the open case I instigated against him to expire. According to others, he will wait for last day, then pay, and then give bad feedback. Why does Ebay permit such a person to continue?
