Sellers do not determine what payment methods are allowed. eBay does that and they are shown on the item listing.

Could you tell me how can the buyer get the pay pal option? On what type of sale etc. ? My pay pal purchase was suppose to be an pay pal credit purchase .Thanks

Yes, they lied. 
They determined what they thought you wanted to hear. They probably get paid by the call. 

If you have been brought in to AutoPay, there are some payment options like gift cards and PayPal in 4, that are not available at this time.
