Are eBay The Ones Doing This?

I've been selling on eBay for over 10 years, but the last couple of years something strange has been happening. Every 3-6 months, I get an order for a $0.99 item, from a common name, that gets returned to sender. When I contact the buyer to inform them, they either don't reply or the account has been closed. It's different addresses, but always some common name, Smith, Jones, etc. so I was thinking, is this some kind of evaluation by eBay? If you're selling certain items or a certain amount of items, are they ordering a low priced one to make sure you're selling what you're advertising? It's the only thing I can think of, because it makes no sense that someone would order something, not receive it, and then never say anything about it.
