About refunding process

I asked seller for the refund because they messaged me saying that they are unable to deliver my item. Also I am not getting refund. What is going on? The status is showing cancel is pending and I contacted seller they also dont know what to do in this sitaution. They told that they messaged Ebay and Ebay replied them that I should close the cancel transaction then only they will refund me and how to do that? Whom should do it seller or me?  This is not good. Dissapointed with the service

This is ebay.com, the USA site.  Here the buyer can request a Cancellation, but only the seller can file one.  Once the seller files a Cancellation, part of that process is to refund the buyer's payment in full.  If the seller has already started the cancellation, do not close it.  If you do, you will not be refunded.
