A Seller requiring additional purchase after buying

This is common with MANY sellers of website scripts - but in particular, I was looking at websites by a seller (member name: scriptsselling).

 

In the product description of one he recently sold for $1.99 that I had been interested in buying, it said

 

1) the .zip file would not be delivered, and

2) if we have our own hosting, the installation charge would be $15.

 

I emailed this seller and asked about receiving the script if we have our own hosting and WE would install it. The response was that they would not deliver the script.

 

How does this conform to eBay policies? This is a seller who is asking for/requiring additional purchases OUTSIDE OF EBAY.

 

Sellers who are selling website scripts very cheaply are CHEATING eBay by asking for additional money after purchase.

 

Why does eBay continue to allow this dishonest practice?
