$0 shipping on multiple listings

We sell trading cards and had to change from free shipping (with PWE) to charging a flat rate with all the USPS issues.  I'm trying to stop eBay from charging the flat rate on each different item that is put in the cart.  I tried setting up a flat rate shipping rule that would subtract the flat rate amount on each additional item (and yes, my flat rate shipping policy doesn't charge for additional items) but it doesn't look like it did anything.  Is there a way I have to tie that flat rate shipping rule to listings?  Any help would be appreciated

Once you set up your rules, you need to apply them to your items. Here is an example:
