Resolved! If the buyer & seller of a transaction both reside in states that don't charge sales tax

is that the ONLY instance where eBay will not charge the buyer sales tax? Or are there any other times when a buyer won't get charged sales tax (excluding instances where the buyer has uploaded a state-issued sales tax exemption certificate to eBay)?
