EBAY RECENTLY BEGAN A NEW UNDOCUMANTED PRACTICE OF HOLDING FUNDS IN ORDER TO FORCE SELLERS TO SHIP WITH TRACKING....I WONDER WHY?

Why does Ebay continue to change the listing format with no notice....especially when sellers do not want it and have to call in to have it removed?
