Where the seller has declined to refund and still hold the items you bought

I bought two cellphones from one of ebay sellers. The were sold as unlocked, on arrival i found lock

The seller suggested to me to send the phones back and they will unlock them and send back to me. I did send the phones back to them and acknowledged receiving. They have refused to send them back to me or refund the money
