Why does it tell my buyer that I'm not accepting payments at this time?

I have a buyer who tells me that they can't purchase my item because it says "the seller is not accepting payments at this time"Why does it say that? I would like to have this resolved.

An item I sold was lost in the mail (or stolen) and neither the buyer nor I have received it so I canceled the sale & refunded the buyers payment back to their pay pal account. How do I get reimbursed for the seller fees I was charged?
