Ebay ship and click charging paypal second back up funding instead!

So when I use the ebay click and ship to buy postage for selling, it withdraws from my paypal secondary funding instead of the primary (paypal balance). I have enough funding in my paypal balance.I have tried unlinking my paypal and ebay.
