buyer ask for refund But he did not open a dispute to refund the money what should me do ??? if i refund his money from paypal the fees of ebay will be canceled or not ?? i need answer please

No, if you refund from paypal, you won't get the fees back and you will also get a defect from ebay.
Tell the buyer open a return case on ebay......if you don't want the item back, you can choose to just refund it, otherwise he will have to return for refund.

Tell them that to receive a refund, he must open a case to return the item.
The return only partially guarantee's that you'll receive what you shipped in the first place. Did the customer tell you the reason for the return? That would be my first queston.
Also never refund through Paypal. You want everything to go through eBay or you will never get FVF fees.

Whoa, wait a minute.
The buyer has not received his/her item yet? That's a whole different situation. Has it been tracked? Has it been returned to you? Did you insure it?

OP did not mention a return. He simply asked about a refund.
Op can ask the buyer to open a case, item not received. He can refund through the case, and get his fees back.

Had we knowan it was an item not received issue, the answer would have been different.

No refunds without return.
If it's good enough to keep, it's good enough to pay for.
If you do refund through Paypal, which I do from timeto time when I over-estimate the shipping I would need, I don't necessarily send the exact amount of the difference in the shipping charged and the shipping I paid.
Instead I massage the refund to allow for unseen amounts, like the eBay and PP fees, and the Canada Post sales tax on the postage.

You don't owe him a cent.
Is it illegal to import the item into his country?
That is his responsibility, not yours.
You shoud only be refunding him the selling price, not the shipping and not the return shipping if any.
