You're located in Japan.  Could be a couple of things...That link may not support countries outside the US.  Maybe I'm wrong or the site might be down temporarily.  You may want to try Facebook and see if eBay has a link set up in your country just to be sure.

I set the language to English and the region to USA, but I continue to be unable to access the link.
