Yes, that is a recurring problem: "buyers" who make offers and then do not pay.
What I do with people like that is type their names into my BBL.

In its broadest sense, I think it's presenting a document to the other party (e.g. tendering your resignation).
I tender an offer to the seller. If he accepts it, he tenders an invoice to me. I tender a payment to him... unless of course he's in Sri Lanka, where I'm not sure he can accept it. (Is Payoneer functional over there now?)

Stop using the Auction Format, set the price you want and list as Fixed-Price. You can also add Immediate Payment Required.
