Afternoon Folks,
This is why Ebay is DYING for SMALL Sellers.
If any of you follow my comments you know, from a few posts I made last week, that I made A LOT of purchases recently and mostly from small sellers.
Here is just a few of my experiences from these orders:
1) Purchased a BEAUTIFUL wall lamp to match another for the cabin. Item came loosely packed in an untaped, unsecured box slipped into a thin vinly mailer...no bubble wrap...nothing. Item arrived with package "clunking" and once I opened the flimsy mailer jacket the light is damaged beyond junk.
2) Purchased expensive sandpaper...came in manilla envelope...inside...damp to almost wet pack of paper rewrapped and short on paper with paper almost useless because it is not wet paper...it's for wood...cost a dollar a sheet.
3) Purchased a different pack of paper like above...different grit from different vendor. Not packaged at all, label simply taped over the store jacket that actually allows 30 to 40% of the paper literally exposed. Tape was over the back side and front, sticking to paper.
4) Purchased 10 male end connectors for commericial electrical cording...product was shaking around inside box...opened to find a nice note with 2 extras...for a total of 12...but no packaging...screws loose and product scruffed up from bouncing around in box.
5) Purchased 250' Roll M/C Electrical cable...was delivered by Lowes (didn't order from Lowes). Product well packaged and came quickly.
6) Purchased specialty hinges...bunched together...no protective packaging...stuffed in Flat Rate USPS bubble mailer.
7) Purchased specialty cabinet leg levelers...15 Inside a box...5 laid on top of box...no extra padding or protection slipped in Tyvek USPS envelope with the extra 5 subject to the mercy of the elements and USPS handling.
😎 2 Tires for Mrs C car...supposed to be here today....no tires and still haven't shipped.
9) 5 large packs of sandpaper from different vendor...well packaged in P/Mail box...excellent seller.
10) 2' x 3' MD decorative aluminum panel...shipped from H/Depot...damaged beyond repair...came in over size flat box...unsecured inside resulting in it slicing it's way out of the box.
So...based on discussing the above few items...no wonder folks are prone to be cranky as buyers.
In closing who would:
a) Take all the time necessary to contact each seller to give them a chance to resolve
OR
b) Just Simply open a bunch of SNAD's where applicable

1 seller reneged on a auction I won (I suspect because I won at $2 with free shipping, and it would have cost her $4.36 to mail).
I hate, Hate, HATE filing claims against sellers, but this is ridiculous--45% of my purchases
(each under $15) have been big disappointments. 45% makes me look like a difficult buyer, when in fact I have submitted photos proving that what I received does not match what was advertised.
Note: These items are from Top Sellers, based in the US with more than a thousand feedbacks received. Rated between 99.2% to 100%.
In a world where you can be anything, be kind.Note: Buyers are learning that TRS does not mean there is any greater chance of a successful transaction.
In fact, some of the worst service and abuse I have ever seen has come from TRS sellers.

It was a buyer who had just lost her Buyer Protection, no more MBG coverage. She had done all her Christmas shopping on Ebay, with the result that more than 50% of her purchases came not as described. So she filed cases. Filing too many cases caused her to lose her buyer protection.
I thought, there but for the grace of God go I, because I had had more than 50% come damaged, not as described; I just did not file many cases.

Update: 11/29/2017
Regrading the tires.
Tires were returned and delivered back to the address seller provided around 10:38 a.m. Friday Nov 17...13 days after the original purchase.
Days and days go by with no refund.
Called ebay CS and they indicated that the seller had until the 27th to refund, notice on refund info says if not refunded by the 28th call ebay to have them step in to help.
On the evening of the 27th I called and they said that I had to wait until the 29 th because ebay gives the seller 6 business days to refund, yet ebay site still says call them on the 28th if I haven't been refunded.
Nice, US CS agent says that unfortunately that CS over seas are on a different day half the time so they get their dates mixed up.
Nothing still at 10 p.m. yesterday.
At 5 a.m. this morning I go to the ebay page and see I can open up a case because we have never been refunded...this now being 25 days from purchase.
Within 10 minutes Ebay ruled in our favor and refund was processed.
Now the fun news.
Today I have received 3 emails from the seller wanting to no where the second tire is. By the way, they were just shipped with packing tape around them with 2 identical labels, one each taped to each tire and then both tires taped together being sent as 1 shipment.
We simply printed off the return label the seller emailed us, finding 2...but used 1, photo copied it, and applied 2 identical return labels, one on each tire just as received never separating the two.
We showed the Fedex driver the second label and he said no...the double one you printed (the same one twice) placed where the other labels were is what we needed to do because it was considered 1 package.
So now I have a seller asking me why I only returned 1 tire and where is the other one...arrrghh.

For billing FedEx weighs and calculates the dimensions of everything that goes through their system. IIRC, they claim to accurate to the 1/4" on the dimensions using lasers and likewise good on the weight. Maybe even a digital photo from the sort center. They should be able to send you all the details attached the tracking #, so you can upload to the case if needed.

Hi Threshold,
Well Mrs C took a picture of the tires just before we shipped them with them taped together just as they arrived and with the new labels attached.
Presumably the reason for 2 identical labels, 1 affixed to each tire was so if they came apart they would be still identified?
So now what kind of schmazzle am I in?
Can the seller really pursue this?

I doubt you have anything to worry about, but with the guy being a scammer and playing dumb on receiving both tires it's probably worth a few minutes of time preparing for a dispute. There also is the possibility that all his inventory is drop shipped, so he is dependent on another companies receiving the return correctly.

You have a lot of merit with the drop shipping part and then this would also explain some of the issues at hand.
I do believe the activity of this sale shows an underhandedness of the seller which would be more consistent with a dropshippers activity than someone that had the goods on hand.
I have found in principle that even sellers can still play the game here and in by no means am I feeling like ebay is interested in me. It's more like their is a automated system in place that either side can manipulate or be taken advantage of.
What a horrible experience. This purchase has been so all over the place and now with the final salvo of me being treated as dishonest and only shipping one tire back questioning my ethics is disturbing.
So here we are weeks later...no tires...monies tied up for almost 4 weeks and now the inference of me being a scammer.
There's gotta be a better way to do this whole thing.
