Private feedback

I had a buyer who bought an item from me and then returned it under the Not As Described category.  The reason is he stated that the spine of the cover art was faded.  The item was a xbox 360 game that wasn't new at all.  Of course the item arrived at my post office today with a postage due note attached to it.  This buyer has his feedback private so it makes me think he has done this before.  I asked the CS rep \ if there is any way a seller can block all buyers who have "private feedback" and I was told no.  It is bad enough that sellers can only leave positive feedback for buyers but then having someone scam them who is using "private feedback" is just insane.  I already know that ebay won't do anything to buyers because they don't believe that any buyers are bad, just bad sellers.  I was told by one CS rep that the buyers pay the bills so they don't want to scare any away.  I'm guessing that scaring sellers away isn't that big of a deal to this company.

What happened was the ebay sent them a first class label but he put it on a flat rate priority padded envelope.  USPS charged me $4.90 for him abusing the system.  After receiving this item back, the spine wasn't faded at all.  So he also made a false claim.

But is it actually the game you sent?  Some "buyers" will trade their old abused items for the sellers shiny new one.
