As of today (03-13-2024) I can no longer print a packing list for an items sold........talked to an eBay rep, they said this is a new change, and eBay requires that YOU PURCHASE A SHIPPING LABEL from them before a packing slip can be printed! Is this really correct? We ship orders off our own manifest system (stamps.com) and have no need to purchase shipping thru eBay (which is more expensive). Has anyone else run into this?

That does not seem correct.
Are you using Seller Hub?
In Seller Hub go to Awaiting Shipment, print shipping label. (click on that)
Then you will see a list of items you need to ship.
Click on the box that says "action" on that page, and then right above that box is a drop down "shipping" tab.
Click on that tab and select "print packing slip and more"
You do not have to buy the label.

When eBay started we did not have packing lists. Sellers just printed a screen grab if they wanted to include one.

I know you can't print a packing slip if the order hasn't been paid... but I printed some packing slips earlier today for items shipped on the platform I use (which is not eBay) and no problems there.

What @golfingaddict said is correct.
You can most certainly still print an invoice/receipt/packing slip without having to purchase a shipping label. But the seller hub is the best place to do this. Click the down arrow to the right of your order, regardless if you had paid for a label or not from this page:

No, that's nonsense. Perhaps the CS person stumbling through his or her script misunderstood the details. You cannot print a Packing Slip before payment is received (from the buyer), because the Ship To: address is not known until the buyer provides it with the payment, but certainly you can print the Packing Slip without having to buy a label first (or buy one at all, via eBay). I shipped two items this morning and everything looked normal.
I do recall that some years ago now, there was a slightly ridiculous revision to the Shipping form where, if I remember right, you could not find a link for printing the Packing Slip until after you'd purchased the label (as the CS person seems to think here), but the outcry about that was so long and loud that the oversight was fixed very quickly.

As a buyer, I never want or even look at a packing list.
It goes straight to the trash.
So as a seller I do not use them.
Can anyone here who uses packing slips tell me why you use them?
I know the cons but what are the pros?

Buyer is less likely to mix up which seller they purchased from if they are buying similar items. (My return name does not match my seller ID)
In the unlikely instance where the label is damaged/lost the package goes to mail recovery (USPS) in Atlanta where they can determine where the item needs to go.

I just checked, and it allowed me to print packing slips for both of my sales that I haven't shipped yet.

Quite simple. If the label on the package somehow gets damaged or torn off, a packing slip allows the USPS to know what address the package is going so that they can relabel it if need be OR, alternatively, return it to sender.

Yes, that is exactly what I'm trying to do........and I tried logging in via 3 different browsers, just to make sure it wasn't some new compatability issue. Same result on all.......so I called eBay and the rep said this was a new policy introduced just today (3-13-24). I assume that he was being a) honest, and b) knew what he was talking about.
When I click the PRINT SHIPPING LABEL link on the top of the page, it just doesn't respond at all.....AS IF it were a disabled link. The button is still there, it's big and bold and blue (just like it always has been), but it just doesn't "work" any more.........

I go to sellers hub
manage all orders>
on the left I click on Shipping labels>
on the page that opens (Track and manage your shipments) I scroll up to click on
Have more orders awaiting shipment? Use the bulk shipping tool.
Clicking on that opens a page that has "Print pick list"
Clicking on that opens a page with all items awaiting shipping with ship to, and the items sold without a lot extra unneeded info
ETA I have nothing to ship today but was able to use the steps I listed to get to the "print pick list" option which when clicked on opens a page with no items on it (no sales today)

I stopped using packing lists years ago. I just make sure I use labels with good adhesive. Have had no issues.
