I haven't been able to access eBay for about a month now. The pages are not loading. I have a DELL and HP laptop using both Chrome and Internet Explore browsers; the eBay pages look like a word document with a bunch of hyperlinks. Is there some kind of troubleshooting that can be done? What's going on eBAY?

If you are using a VPN, try disabling it. If you are using a custom firewall, that might be causing a problem.
Otherwise try rebooting your local network hardware such as your wifi router or cable modem.

you have to update google chrome and internet explorer to latest version.

Normally when encountering page format issues I would suggest clearing your browser cache and possibly eBay cookies, but if you are seeing the same problems on multiple computers using multiple browsers, that makes a cache issue less likely.
If you continue to have problems, clearing your cache might still be worth trying, though, or else trying another browser such as Firefox.

While the HTML is loading just fine, the page shown in your screenshot is failing to load the stylesheets and scripts that format the page. Something about your setup is blocking those elements. Do other webpages function and display correctly? If they do, then whatever is blocking eBay scripts is doing so selectively. The main scripts and stylesheets are hosted at ir.ebaystatic.com, so you might check whether your router or service provider is blocking that domain or IP 152.199.24.42

Oddly I began having this same issue yesterday 8/3. I have updated my laptop and cleared my cache and still the same issues. I am actually having an issue while trying to type this. large red box unexpected error has occurred

In some cases, holding down the shift key and refreshing the page will bypass the cache files entirely and reload the latest version of the page from the web.
If pages load correctly in another browser, go back to your original browser and clear you browser cache. Be sure to clear your cache "for all time" if that is an option; some browsers default to only clearing recent cache files, which is often not enough.
