Getting message(s) from buyer(s) who are asking if I will take less and offers an amount they want to spend, in this case I have no issue with his offer...hit the "send offer" button enter his offer...and that is the end of the trail....no way to send to buyer with money in hand....again ebay hinders sales...this is about the 3rd or 4th one I lost.

I thought the actual potential buyer was the one who had to hit that button.

I tried sending an offer when responding to a potential buyer's question and couldn't. The trail ended with "Review Offer". Oh, well!

Again, if there's a potential buyer who wants to make an offer, isn't it his job to hit the "SEND OFFER" button?

A seller can send an offer different ways.

If you are having problems submitting an offer because you do not see the button on the screen, try changing the magnification of the page you are on and see if that allows you to reach the link.
Or click on that screen and try using your mouse scroll wheel to navigate, or select something on that page and use your tab key to select the next item on the page.
Or try another browser or the app to place your bid or submit your offer.

OK, but it sounded like the OP had buyers who wanted to submit offers but didn't or couldn't for some reason and he maybe wanted to submit offers on their behalf.

OK, but I thought the OP had buyers who wanted to submit offers but couldn't for some reason and he wanted to click on "submit offer". I thought "submit offer" was a function for a possible buyer, not the seller. I don't think I am making myself clear. A million yrs ago, when I still sold here, a buyer clicked on "submit offer" and the seller clicked on "accept offer" or something like that.

If the buyer asks the seller a question, or as in this case makes an offer in a message, there's a box in the seller's reply that allows the seller to send an offer to the buyer.

No this is a case where the potential buyer was interested in buying the item and requested via message if I would take less(Of course if reasonable) and accepted the initial buyer offer as well as a second buyer on another offer. In response I hit the ebay supplied "send offer" button filled in his offer and ptttt end of story....2 lost sales due to ebay being in middle...and ebay get zero fees as well...sure it may be a small amount on my 2 transaction in fees...BUT! Think big...if it happens to me it happens to everyone...so ask yourself in a course of just 1 day COLLECTIVELY how much ebay has lost in fees across the board....

It is possible what you are seeing now is a result of eBay trying to correct the original issue; or it may be another aspect of the underlying problem that others have encountered.
Try another desktop browser. If the window appears to be cut off, try reducing your magnification.
If that does not work, try using a mobile browser or the app to send or accept an offer.
